The Kenya Off-Grid Solar Access Project (KOSAP) is a US$ 150 million flagship project of the Ministry of Energy, financed by the World Bank. The Ministry of Energy, Kenya Power and Lighting (KPLC) and the Rural Electrification and Renewable Energy Corporation (REREC) are implementing the facilities over a 5-year period (2018-2023).
KOSAP’s four Components are (1) Mini-grids for Community Facilities, Enterprises, and Households; (2) Stand-alone Solar Systems and Clean Cooking Solutions for Households; (3) Stand-alone Solar Systems and Solar Water Pumps for Community Facilities; and (4) Implementation Support and Capacity Building.
The geographical scope of KOSAP is 14 counties, namely: West Pokot, Turkana, Marsabit, Samburu, Isiolo, Mandera, Wajir, Garissa, Tana River, Lamu, Kilifi, Kwale, Taita Taveta and Narok.
Component 2 of KOSAP has a KES 4.7 Billion funding window encompassing a solar debt facility of KES 3 billion for loans to support solar companies, and two results-based financing (RBF) facilities: KES 1.2 billion for solar home systems and KES 500 Million for clean cooking solutions. The Solar RBF and Debt Facilities jointly target to catalyze the sale of 250,000 stand-alone SHS units in the 14 counties, while the target for clean cookstoves is 150,000 units sold in 8 of the 14 counties.
SNV Netherlands Development Organization (SNV), in partnership with SunFunder Inc., is the KOSAP Facilities Manager, on behalf of the Ministry of Energy. The first call for proposals (Round 1) was completed in 2019 and implementation is ongoing.
The KES 1.2 Billion KOSAP Solar Service Providers RBF Facility (SSP RBF) will compensate successful applicants for initial, ongoing incremental, and opportunity costs associated with expansion of their operations within the 14 counties. The KOSAP Facilities Manager hereby invites interested and eligible companies or consortiums to APPLY for Round 2 of the Facility.

Note: This call is only for the SSP RBF Facility. The call for proposals for the Clean Cooking Solutions (CCS) RBF Facility will be announced separately in the near future. The Solar Debt Facility, specifically targeting working capital constraints associated with getting inventory to market and financing of receivables for pay-as-you-go solar systems in the 14 counties, is open for applications on an ongoing basis.
